We've been asked for a policy similar to Chrome IncognitoModeAvailability that forces private mode

I've verified the pref can be set in policy, but the dropdown in prefs is not disabled when browser.privatebrowsing.autostart is locked.

This should also have an option for force regular mode so users can't switch to private mode in about:config.

Fixed in another bug.
