Details

Try opening file:///foo.xul or any other file which 1) does not exist and 2)
ends in .xul.  Mozilla just sits there forever with the throbber running.  No
error messages appear on the console aside from the usual FindShortcut line.

The reason that I tripped over this bug is because the DOM viewer stuff is not
in the M11 package.  If the user select DOM viewer from the menu, nothing will
happen.

Possibly related to Bug 7401 and Bug 7333, although those bugs are marked as
fixed long ago.

I fixed this today.
Bulk move of all Necko (to be deleted component) bugs to new Networking

component.
