As you can see in the screen sometimes happens this issue.

Its really early days to be filing bugs for vertical tabs - please hold off on filing more. This issue, for instance I do not see in my patch for bug 1899336.

I think this looks to be already resolved, so marking as works for me. The tab preview are uppermost, but I think that's to be expected when it's opened later than the dropdown.
