The grace period is enabled on Nightly-only for a long time and the follow-up investigation was said to be done somewhere else. We do not know where the investigation is held or what the results were. I've ran an investigation myself and here are the results: https://docs.google.com/document/d/1M__pFrKXhdCkUBHQv0KXjgna79ux248p2hBqbCRrtOI/edit?usp=sharing

According to the results I have, and a quick async discussion we had with Chris and Irene over chat, we will go ahead and enable this pref for all channels as it looks like to have no harm on the Nightly channel.

The grace periods were enabled on Fenix Nightly long time ago. This patch enables them on all channels.
