Operating system: Windows 10
Firefox version: Firefox 128.0/130

Preconditions:

• ETP set to Strict
• VPN pointing to US

Steps to reproduce:

1. Go to https://abc.com/watch-live/ab0c2b01-bbb0-454c-ba01-747a9a81cfdf
2. Wait for the video to load (it might take a while).
3. Observe the behavior.

Expected Behavior:
The video plays.

Actual Behavior:
The video fails to load and it shows an error.

Notes:

• Reproduces in ETP Strict Mode only
• Reproduces in Firefox Nightly, and Firefox Release
• Does not reproduce in Chrome

Ben, could you please help confirm / triage this bug? I don't have access to an US based IP currently. Let me know if you don't have time then I'll try to find a different solution.

I can reproduce this on a fresh profile but not my default profile in Nightly. I see a few domains blocked in the fresh profile, including a cookie manager JS file, although I don't have the time to dig into this further.
