- Verify that we actually log a message for every upgrade and downgrade we do
- Include links to SUMO pages explaining HTTPS-Only/First (such a page still needs to be written for HTTPS-First, and we will probably need to rewrite the HTTPS-Only one slightly)

I don't know if this is a "nice to have someday" backlog item or if it's a required sub-task for the active bug 1904989. I'm picking "backlog" based on its type being an "enhancement" rather than a "task" like 1904989, but I may be reading too much into that distinction.
