Details

The current addonsInfo targeting attribute in messaging system includes addons and services, but not themes.

The scope of this bug is to either add new targeting for themesInfo filtering only on the theme type or to update addonsInfo to include themes. This will support targeting for experiments targeting like that anticipated for the Onboarding Set Up Checklist experiment in bug 1907948 (note this might not be required for V1 of the experiment, definition pending).

This is no longer a requirement for the experiment in bug 1908948. Though potentially useful for other cases, I've de-prioritized to a P3 for now.
