For this project we only want to enroll users where GCP is legally binding to be able to clearly message the value GCP and have a case study on user choice when giving no dark pattern UX-wise that can use to justify/influence future decisions.

Likely ways that we can use to target. In order of preference:

  1. Using the targeting feature of CFR (ask in #omc on slack)
  2. Using the targeting feature of nimbus (ask in #ask-experimenter on slack)
  3. Using geo-ip or other mechanism if they are built in Firefox to know its location (not sure if it exists, use only as fallback, circle back with privacy team if needed)

State specific targeting dropped from project so this is no longer needed.
