190815 - New mail indicator persists after filtered mail read

I have a filter which moves mail from the indox of one of my POP accounts to a
folder under "Local Folders".  When I read the mail the green "New Mail" arrow
on the POP account icon persists until I click the inbox for that account.  The
new mail icon in the taskbar tray persists too.

Reproducible: Always

Steps to Reproduce:
1. Setup filter to move mail from inbox to another folder
2. Send yourself an email that would be cought by that filter
3. When the message comes in read it.
Actual Results:  
The new mail indicators persisted.

Expected Results:  
The new mail indicators should have disappeared.

New discovery: you don't have to actually read the moved messages to eliminate
the alert, just click the inbox for the respective account.
