190837 - Choose Folder dialog doesn't open when creating a profile

When adding a new profile via the profile manager. Attempting to select a folder
other than the default fails because the Choose Folder dialog does not appear
which you click on the Choose Folder button. 

Reproducible: Always

Steps to Reproduce:
1. Get into profile manager (-profilemanager or via Tools->Switch Profile).
2. Add a profile. Click on Choose Folder, and nothing happens.
3.

Actual Results:  
No Dialog appeared.

Expected Results:  
If I run the mozilla 1.2.1 release, I get a dialog to browse to folder.

Reproduced on Window 2K and Window ME.

I made this major because it is not easy to work-around if you do not keep
your profile in the default folder.

(I was able to work-around by going back to Moz 1.2.1 to create the profile).
