1909001 - Unable to stop “Downloading all languages”

Steps to reproduce

1. Go to Nightly 130-> Translation Settings-> Download languages
2. Click on download "All languages"
3. Observe how you can't stop downloading all, can only stop the downloads of individual languages.

Expected behavior

In the same way you can Download all and, Delete all, you should be able to Stop the download of all languages. This would be important for those who are conscious of their data and might have missclicked on something.

Actual behavior

Users can only stop the download of individual languages, not all at once.

This patch smooths the download language models flow on translations in Android.

This patch:

• Removes the option to download "All Languages"
• Removes the dialog for cancelling a download
• Keeps all pending or not downloaded items under "Download languages"

Verified as implemented in the fenix Nightly 130.0a1 build from 8/3, with Sony Xperia Z5 Premium (Android 7.1.1), and Samsung Galaxy A14 (Android 13).
Verified that:

• the option to download "All Languages" is not available anymore;
• the dialog for cancelling a download is not displayed anymore;
• all pending or not downloaded items remain under "Download languages".
