In Preferences - Appearance - Languages/Content (as per the attached
screen-shot) I downloaded 3 languages beyond En.
A scroll-bar appeared, when I tried to click on the down arrow to see the lower
part, nothing happened except for a strange flickering in the below "Installed
Content Packs" window.
When I click into the light grey part of the scroll bar, it moves down, but
nothing else happens.
After all, with 4 languages, why is there a scroll-bar to begin with?

The UI has changed significantly and this bug does not apply any more.
