Implemented with moz-webgpu-cts update-backlog promote-perma-passing.
This is made possible by moz-webgpu-cts' enhanced granularity of
promotions, i.e., old behavior is equivalent to specifying
--only-across-all-platforms.

First Try push went well, minus intermittent task timeouts in Linux: try:d4afd851dad1

Pushed a second one with one more chunk added for Linux: try:f5d02d22a7bb
