Disabling "Ask to save passwords" also disables "Fill usernames and password automatically"

Steps to reproduce:
On about:preferences#privacy section Passwords, there is an option "Ask to save passwords". I definitely don't want firefox to accidentally store my real passwords to be accessible to every app I ever use, so it's disabled. However, I want to enable the "Fill usernames and passwords automatically" option for all websites I configure manually, for example localhost.
Actual results:
The "Fill usernames and passwords automatically" option is unavailable. This makes no sense & other browsers don't have this issue. I have to manually right-click and click on the "Use Saved Password" option for every login form.
Expected results:
The option to autofill passwords should be always available, otherwise the password saving functionality makes no sense.
Note: this is already tracked as an enhancement at https://bugzilla.mozilla.org/show_bug.cgi?id=1723346 and https://bugzilla.mozilla.org/show_bug.cgi?id=1809612 / visible via https://www.reddit.com/r/firefox/comments/1crp7or/firefox_doesnt_allow_to_autofill_existing/ but it is completely ignored for 3 years, and this is a bug; very severe one for daily users of Firefox who don't just use the browser very casually. I haven't found any browser extension as a workaround (other than real password managers; but they introduce a security risk as they can access all our pages). If you close this, please change other tickets from enhancement to defect and assign their priority.
