On MacOS: Picture-in-picture mode does not stay on top of fullscreen apps

Steps to reproduce:
(MacOs Version: Version 14.5 (23F79))
- Open one or more Apps in Fullscreen (e.g. Calendar)
- Add one or more Desktops to Spaces (e.g. ctrl+up, then press + on top right of screen to add Desktop)
- Open video platform with Firefox (e.g. youtube)
- Start any video and press picture-in-picture mode button
- Use Ctrl+<arrow> to navigate between Apps and Desktops
Actual results:
The PiP video will only show on the Desktop spaces, but not on top of the fullscreen apps. The only exception occurrs when PiP is launched from Firefox in fullscreen mode. In this case the PiP floating window will show on top of Firefox, but not on top of any other fullscreen app.
Expected results:
The PiP window should show on top of every fullscreen app. This seems to be Firefox specific, as with Safari PiP windows stay on top of any fullscreen app.
