Some accounts (with b.m.o accounts disabled) are still being added by Herald to phabricator. Subscribers are only visible in mobile UI or on Desktop UI with the width decreased.

So Herald adds jwalden as a subscriber, but doesnt show in the UI.
In the normal desktop view, you dont see jwalden as a subscriber. However, in the mobile view, you do see jwalden added as a subscriber.

I realize that there are two bugs here:
- Names with b.m.o accounts are still being added by Herald (Not sure if this is a bug. I dont fully understand what was the resolution in bug 1907857)
- There is a difference in the UI between Mobile and Desktop. In the mobile version and Desktop version with reduced width, you do see the list of subscribers. On Desktop with full width, you do not see the list of subscribers.

The user 'jwalden' in Phabricator is not disabled as it is linked to an active account in BMO
https://bugzilla.mozilla.org/user_profile?login=jwalden%40mit.edu
The user has logged into BMO recently but has not done any activity in Phabricator in 3 years. I could see maybe disabling the Herald rule but I see no need to disable their BMO account.
