To support onboarding for the revamped sidebar in Fx132 release, we'll experiment with a new card in about:welcome introducing tab orientation. This bug if for initial investigation/prototyping around the following:

• Pre-selecting a tab orientation option in the card based on the default tab orientation set by the experiment (see brief below)
• Repurposing the wallpaper selector component in about:welcome for use as tab orientation picker cards (or as a more general use picker template)
• Changing the user's tab orientation in real-time when they click on a picker card
• Ensuring we capture appropriate telemetry with the user's selected tab orientation
  - This template differs from our usual paradigm of waiting to execute any selected actions until the user confirms with the primary button (themes and/or the new extension picker may be good starting points for investigation as they do something similar to what we want here)
