191097 - 1.3b doesn't recognize most certificates

Upon trying this new version, most secure sites like versign itself now trigger
a message saying that the security license isn't recognized.

Reproducible: Always

Steps to Reproduce:
1.Go to a secure site 
2. Get a message saying it is "unable to identify the identity of xxx as a
secure site
3.



Expected Results:  
got message asking me to accept the cewrtificate.

we really should rename the component or force the user to read the component
description. -> PSM

FYI: Security:General is only for security holes in mozilla. All Crypto related
things belong to PSM (Personal Security Manager)
and "1.3b doesn't ..." : This is a nightly build and not the final 1.3b
