Now that bug 1908742 is fixed, we can utilize the expanded attribute on the history and "tabs from other devices" cards.

Spec for history: Shows first two cards open.

Spec for tabs from other devices: Not sure it's currently mentioned explicitly, but expanding them all by default would probably make the most sense here.

In history, when sorting by date, expand the first couple of cards. For all other cases, expand all cards.
