For certain web pages, attempting to save the complete web page via "Save Page As" -> "Web page, complete" saves an incomplete version of the page.
An example of a web page with this problem is https://www.cs.ubc.ca/~vshwartz/courses/CPSC436N-23/index.html. Saving this as "Web page, complete" results in only a "CPSC 436N Natural Language Processing_files" directory containing the files jquery.js, ubc-clf-full.css, ubc-clf.js, and unit.html. I'm not sure whether any files are missing in this directory, but definitely missing is the file "CPSC 436N Natural Language Processing.html" in its parent directory.
Firefox 128.0 has no problem saving the same page, though it names the file and directory somewhat differently, and the contents of the directory are different. (I'm not sure if this is part of the bug or if it's due to different content being served as a result of server-side user-agent sniffing.)

I am unable to reproduce it under Windows and Linux. Can you retry in a new test profile and/or check the error console during the save.

Reproducible for me with SeaMonkey 2.53.19 in a fresh test profile. Nothing gets printed to the Error Console, though the Download Manager appears with an entry whose Progress is marked as "Failed".
