It looks like the old manual proxy setting files are still in the tree:

/xpfe/components/prefwindow/resources/content/pref-proxy-manual.xul
/xpfe/components/prefwindow/resources/locale/en-US/pref-proxy-manual.dtd

...appear to be the relevent files.
