Steps to reproduce
- Open a PDF file in Firefox.
- Add a few images to the PDF file.
- Disable the Add images button from the Toolbar.
- Use the tab key in order to reach the added images.
Expected result
- The user should be able to reach the Added images using the Tab key, they should be able to select them and edit them at which point the Add images button should re-enable
Actual result
- The user cannot reach the added images using keyboard navigation if the Add images button from the toolbar is disabled

I am not sure if this is the expected behavior, because (as I understand it) when the Add images mode is disabled we are not expected to interact with images, thus the image is not rendered as an active UI > by default images are not focusable with tab key.
I'd wait for the PDF team to comment on that before triaging the a11y severity of this bug.

I'd say this is s3 at worst because it's not unreasonable to expect the user to try re-enabling the Add Images toolbar button if this doesn't work. That is, this is a reasonable workaround. But it might also be a wontfix depending on the answer to comment 2.

Yes those added annotations must be accessible from the keyboard.
