In the main message filter dialog OK/Cancel buttons are not visible

The list of filters takes up almost all the dialog, and if the dialog is
resized, the list of filters is also resized. The list ends about 100 pixels
short of the bottom and right borders of the dialog, so there is no room for the
Ok/Cancel buttons.
Reproducible: Always
Steps to Reproduce:
1. Open Message filter dialog.
2. Resize it.
3. Howl in frustration.
Expected Results:
Give the list box smaller proportions so that the buttons always are visible.
This happened all of a sudden in 1.2; I upgraded to 1.3a, but the same thing
happened. I renamed my .mozilla directory and tried creating a new profile, but
the filter dialog behaves the same.
Me too. I'd just started looking at 1.3beta for the junk mail filtering and
suddenly message filters are unusable. I'm using suse 8.0 with 1.3 beta fresh
off the ftp site and a newly created account. Aargh.

The message filter list doesn't have OK/Cancel buttons. See the UI spec
http://www.mozilla.org/mailnews/specs/filters/#Manual and the actual XUL
http://lxr.mozilla.org/seamonkey/source/mailnews/base/search/resources/content/FilterListDialog.xul
neither of which suggest that these buttons should be present.

I am not sure why the standard does not say it, but both Linux and Windows
versions of Mozilla that I use have the Ok and Cancel button. Without pressing
the OK button it's impossible to add new filters.
If it's any help, when I run mozilla from my host on another machine's display,
the buttons show up well. It may be a weird interaction with my X environment
(though I tried both KDE and Gnome, and neither shows the Ok/Cancel buttons).

Simon Ilyushchenko: Note that there are two dialogs: Message Filters and Message
Rules; the latter has OK/Cancel, the former does not.
Note that the bug this bug duplicates has been marked Invalid. See, as an
alternate idea, Bug 183419.
