Steps to reproduce:
Click open search toolbar, click one of the search engines listen under 'this time, search with'. The search bar itself is empty.
Actual results:
Nothing, the various search engines light up on hover, but cliking does nothing.
Expected results:
Should have gone to the search enginge home page.

:mbeier, since you are the author of the regressor, bug 1904014, could you take a look? Also, could you set the severity field?

This was an intentional change that completed the work of bug 1894910. My comment there (bug 1907034 comment 2) explains the rational - mainly that we already have other ways the user can effectively set-up "static" links. If the user is using the search bar to get to a search site, then why not enter the search first, before going to the site? If the intention is not to search on a regular basis, maybe to see news or something, then setting up a direct link would seem to be better.
This also moves us closer to the style of working in the address bar with respect to the address bar's search mode, as well as reducing complexity in our code.
