Steps to reproduce:

I am opening this bug for Windows 11 because Bug 1874863 on Linux was found to have a cause and closed. No cause of this issue on Windows and Mac are apparent, although the failure is observed on these platforms.
Sometimes the quick filter does not appear when the shortcut keys ctrl+shift+K are used.

It should be noted that thunderbird's error console offers no messages at all when failure is in action, it is as if the keystroke is consumed by another function rather than an error.

It is also used throughout Microsoft Office with different usages in almost every application of the suite but more relevant perhaps is it is a shortcut in Edge which appears to be ever more insidious in its appearances in Windows and reluctance to actually close. I wonder if the issue here is Edge eating the shortcut despite not having a window to use it in.
