In fullscreen mode, the tab bar now disappears after closing a tab with the mouse even though the cursor was hovering the tab bar

Steps to reproduce:
Open multiple tabs
Go full screen
Close a tab with the mouse
Actual results:
The tab bar hides immediately
Expected results:
The tab bar should remain visible because the cursor was hovering the tab bar

This issue is not only when closing tabs. I noticed this happens because, in fullscreen, if you hover over a tab's title, it will show its preview underneath it, but if you move your mouse over the preview, even if the mouse is also over the URL bar, Firefox doesn't seem to notice it and will hide the bar

I just realized I can't edit comments here... As an extra note, going on about:config and setting browser.tabs.hoverPreview.enabled = false fixes this bug
