After starting the Browser I would changed Preferences -> Privacy & Security and
then Preferences window is frozen.

Reproducible: Always

Steps to Reproduce:
1.start mozilla
2.select Edit -> Preferences
3.open Privacy & Security

Actual Results:  
The Preferences windows frozen (Privacy & Security does not open). Mozilla
browser window is frozen.

Expected Results:  
open the Privacy & Security settings

Can you try this:

-Quit mozilla
-Delete XUL.mfasl (a cache found in your profile dir)
-Restart

Any change?

"After reporting the bug I restart mozilla and test it agin and now it
works (I can change Preferenes -> Privacy & Security settings). Before I
test it five times and it does not work. "

Yes. Duplicate.

Reporter, Mozilla 1.3 beta will have fixes to address this problem.
