I tried to reproduce this on nytimes.com and then on cnn.com for a live update/breaking page, using 131.0a1 on a Pixel with Android 14. Pulling down seemed to work as expected (the page refreshed.)
Can you try in 131 Nightly to see if you can still reproduce ?

The Bugbug bot thinks this bug should belong to the 'Fenix::Browser Engine' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Tried in 131 nightly. Same issue, pull to refresh does not refresh the page. Tried on old.reddit.com. Pixel 8 Pro. Android 15, July 5 security update. Display size smallest.
Note that on 129 stable this issue is not present.

Firefox Beta (130.0b3) on Pixel 7 running Android 14 (fully up-to-date)
I'm getting similar issues with Pull to Refresh. It seems that it won't work on some sites (New York Times' Wordle is an example, lemm.ee is another), while it intermittently works on other sites (some better than others; Reddit seems to work fine).

This error I believe refers to this error: https://bugzilla.mozilla.org/show_bug.cgi?id=1911198
There is a problem with pull to refresh since the new default toolbar was introduced in Firefox Nightly.
