Steps to reproduce:
Tested on Firefox Nightly 131.0a1. With the new navigation bar enabled:
- Open any website. I find it easier with a text or link dense page.
- Scroll to a position in which an interactive item (selectable text, links, buttons, etc) sits behind the navigation toolbar.
- Tap an area between navigation toolbar icons (e.g. forward and new tab) to interact with the item.
Actual results:
The thing hidden behind the navbar is interacted with.
Expected results:
I'd expect the browser to either treat my tap as though it was meant for the closest button, or to ignore it entirely. I don't think it's common to want to click things hidden behind UI.

I have also seen this behavior. I touch a link on a website and it doesn't open, but if I touch it a little lower the link opens, I think it has the same connection with this description.
