When you have the bookmarks toolbar shown only on the new tab page then the sidebar content shifts down when you access the new tab page

Since the content shifts it becomes difficult to navigate switching tabs with the mouse in the sidebar if you happen to have a new tab open

STR

  1. Enable vertical tabs and bookmarks toolbar only on new tab (default)
  2. Navigate to a website
  3. Open a new tab
  4. Click on the website tab
  5. Click on the new tab tab
  6. Click repeatedly without moving the mouse

Expected: nothing, the new tab tab stays under the mouse cursor
Actual: you switch back and forth between the website and new tab

Site-specific infobars (for DRM, popups etc.) have the same problem, they move the sidebar up and down when switching tabs which makes it harder to interact with the right tab.

Edge vertical tabs mode might have the right approach here, it helps them avoid this issue

Another example showing why Edge's approach to bookmarks bar in vertical tabs is probably the way to go (having the bookmarks bar sites and vertical tabs sites intersect doesn't look right and can be confusing)
