Details

Connect to an IMAP server and click on anymesage, if you use arrow keys to navigate the messages, moving up and down does not display the message, it does select the message.

Sure. Here is the result: Linux Redhat 6.0 (1999-11-22-08 M12) Using the arrow keys displays message fine.
