I have verified that this issue is no longer reproducible using the latest Firefox Nightly 131.0a1 (Build ID: 20240901214551) installed on Windows 10 x64, macOS 14.6.1, and Ubuntu 22.04 x64. In order to verify the issue I have used the steps from here and I can confirm the following:

• The topic labels are successfully displayed on regions included in the discoverystream.topicLabels.region-topic-label-config pref's value.
• The topic labels are NOT displayed on regions that are not included in the discoverystream.topicLabels.region-topic-label-config pref's value.
• The topic labels are successfully displayed on Firefox locales included in the browser.newtabpage.activity-stream.discoverystream.topicLabels.locale-topic-label-config pref's value.
• The topic labels are NOT displayed on Firefox locales that are not included in the browser.newtabpage.activity-stream.discoverystream.topicLabels.locale-topic-label-config pref's value.
