1915210 - moz-button should support a badged state

When an extension has a pending install in about:addons we give the more options button a little badge to indicate that the install update button is in there. This is a pattern we also have for some toolbarbuttons, for example the app menu button will get a badge when an update is available to install as well.

This could be something that we'd want for the new sidebar to indicate that a sidebar pane has something new for the user. Adding support for this to moz-button could make that easier and allow updating the about:addons buttons to be moz-buttons.
