Right now, all repo update Phabricator revisions are submitted targeting mozilla-central regardless of which branch they're actually being generated for. Per jcristau, it may be possible to update the existing scripts to target the callsign when invoking arcanist, i.e. arcanist --config repository.callsign=MOZILLARELEASE diff ...
without having to make the full switch to moz-phab.
