Place to hang all new issues from switching to use the scroll data for driving the dynamic toolbar on Android - bug 1914119 that need to be fixed on Gecko's side.

I think we can track any action items we find during the implementation by making bugs about them block bug 1914119 directly. I've filed bug 1921339 about the 100lvh case. Closing this bug.
