The target milesones for Documentation product need to either be removed or
updated to be synched with Browser.  I prefer none, but there may be a need for
them to use with bugs regarding Mozilla Help content.

Reproducible: Always

Steps to Reproduce:
1. Look at Milestones available.
Actual Results:  
They haven't been updated.

Expected Results:  
They need updated.

Why do the milestones have to be synchronised?

Why is the alternative removing them?

Removing milestones removes data from old bugs.

For most items in documentation, there is really no need for a target milestone.
 However, for the items that fall in the realm of Help content, there is a need
for the Milestones to be synchronized with the Browser's milestones.  I'll cc
Ian and Steve (the component owners related to Help and Documentation) for their
comments.
