When a JavaScript opens a window, the lower arrow of the scroll bar can be hidden by the lower right corner of the window

Click "Communiqués" at the URL and then click one of the 3 or 4 sentences that
appear in red text. Will open a window (Javascript:PopUp.......). If the window
is small and both horizontal and vertical scrollbars are visible, arrows will be
OK. If window is large enough and horizontal scroll bar is no longer visible,
there will be a problem with the lower arrow of the vertical scrollbar. This
arrow will be hidden by the lower right corner of the window, the corner we
click to resize the window.
Reproducible: Always
Steps to Reproduce:
1.Click URL
2.Click "Communiqués" (top of the page toward the right)
3.Click on a red text (in the message area on the bottom of browser window you
will see "JavaScript:PopUp........."
Expected Results:
Draw the scroll bars correctly
No special theme used. I tried with other theme and the problem is the same
