191700 - Location proxy keeps previous URL if new URL does not exist

Type an URL that does not exist (or that can't be reached, offline) hit Enter,
the alert sheet appears, the new URL is in the Location field.
Drag the Location field proxy icon, it is the previous URL that is dragged not
the new unreachable one.

Presumably this behavior is related to that in bug 191145.

I would think that in the case described in comment 0, which seems to be talking
about the active page/tab/window and which has existing content in it, that we'd
want it to display the current URL and the existing content, whereas in bug
191145 (creating new/blank windows/tabs) we'd want the unreached URLs displayed
with the blank windows/tabs.

This is fixed by bug 292646, or will be when Mike is sufficiently pleased and
bug 292646 is marked FIXED.
