1917432 - notification sound - no effect from Windows mixer volume setting

Steps to reproduce:

• set mixer volume slider for Thunderbird App in Windows 11pro 23H2 to lets say 20%
  -cross-check volume in TB settings and click "listen to sample"(don´t know what is is exactly in english)-> yes it is very quiet in my case, so seems to be on 20%
• send an email to yourself and wait for Windows Action Center notification

Actual results:

notification sound still at 100% volume

Expected results:

notification sound should be at the level set in the windows mixer setting for the TB app
