By default the X server resets when the last client exits. This kind of made sense in the context of a display manager which might want a reset on session end, but for tests where we start a few short-lived clients (e.g. xvinfo) before a window manager (if we even run a window manager at all), this leads to races and surprising behavior as Xvfb resets at unexpected times.
