• use PL VPN
• browser.search.region - PL
• extensions.formautofill.addresses.experiments.enabled - true
• extensions.formautofill.addresses.capture.requiredFields - empty
• extensions.formautofill.addresses.supportedCountries - US,CA,FR,DE,BE,PL,AT

Steps to reproduce

1. Go to https://www.zara.com/pl/pl/
2. Add an item to cart and proceed to checkout
3. Fill in the Address Form and press the submit button
4. Observe the Address Capture doorhanger and choose to Save the new address
5. Afterwards go to about:preferences#privacy and observe the new address added to Saved Addresses

Expected result

• The address doorhanger is displayed upon address form submission.

Actual result

• The address doorhanger is not displayed upon address form submission, unless we set the pref extensions.formautofill.addresses.capture.requiredFields = empty in about:config.
  However, in this case, several address details are not captured or stored: email and phone.

The address doorhanger is not displayed upon address form submission regardless of the dynamic form prefs.
