1918023 - Perma mass web-platform-tests failures on esr128/esr115/beta

There are mass failures happening on esr115, esr128, beta, possibly on release too if there would be a new push and they fail on previously green runs. There is a thread on Element (Sheriffs channel) where Dianna noticed the common theme is marionette_driver.errors.InsecureCertificateException seems to be the common failure.

Looks like this was fixed on trunk by bug 1869454, which will need to be uplifted.
