Steps to reproduce

1. Ensure you have not previously set for crash reports to be automatically submitted
2. Have a crash
3. Cold start the app
4. On the crash reporter dialog choose to send the crash report

Expected behavior

Upon cold starting the app again the crash reporter should not be shown again (for the same past crash)

Actual behavior

Crash reporter appearing every time after cold start until checking automatic submissions

Any additional information?

Saw this on a debug build from latest central, not sure if this bug would be specific to just debug builds or affect official releases also.
