User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:130.0) Gecko/20100101 Firefox/130.0

Steps to reproduce:

  1. Login to wayland session on the KDE Plasma desktop on Fedora 40
  2. Open Firefox
  3. Attempt to scroll with the mousewheel

Actual results:

Scrolling follows a strange pattern, where the 1st and 2nd scrolls will work as intended, the 3rd scroll will do nothing and then the 4th scroll will scroll double the length of a regular scroll. Video is included of the problem.

Expected results:

Scrolling should go the same distance on each scroll. It should also not not scroll on certain scrolls.
