1918987 - Isolate network disabling tests to API 34

To overcome the network-enabling timeout issues in Bug 1905277 and Bug 1875240 on the API 30 device configuration, we'll isolate the tests that disable the network connection to the API 34 device config. We'll continue to monitor to determine if there's a device-specific problem or something within our enabling method.
