right clicking dock icon should bring up option for "New Window" and/or "Hide Navigator"

Currently, in order to get a new window, one has to alt-tab to Navigator and
then create a new window, or left-click the Navigator icon and get an already
minimized window, or a new window if no minimized windows exist.
A simple "New Window" option from right-clicking would cut those steps out.
And no one seems to want (can they?) to do this, but I think it would be
super-useful if one could choose to hide an app by right-clicking on it's dock
icon. It seems silly to have to change applications in order to hide solely that
specific app (if "hide others" isn't what one wants).

I added New Window. I didn't add Hide, because I don't think it's appropriate.
