While working on https://bugzilla.mozilla.org/show_bug.cgi?id=1914672, I found that clicking the close button of the Relay opt-in popup throws a JS error in the console. It does not break any functionality. I had trouble finding any other PopupNotification implementations that include a toolbarbutton closebutton. We may decide to drop it (See https://bugzilla.mozilla.org/show_bug.cgi?id=1919091), but if we don't we need to fix the test.

We are dropping the close button.
