Firefox install having attribution data shows RTAMO onboarding flow for every new profile

Firefox installed through downloading from AMO get RTAMO flow on about:welcome with every new profile created through that Firefox install. This is because RTAMO flow relies on attribution data stored outside of profiles - on windows C:\Users\#user#\AppData\Local\Mozilla\Firefox PostSigningData and MacOS in an extended attribute implemented with https://bugzilla.mozilla.org/show_bug.cgi?id=1816982
This could break onboarding experience if created profile using profile management feature uses same flow as legacy profiles created via about:profiles . See discussion here
NI @jhirsch for feedback on onboarding experience of newly created selectable profiles, is it same as legacy profiles (about:welcome) thanks!

It's not clear to me what the actual business needs/goals are here. I doubt this will be addressed for the 0.5% experiment but we'll put it in the backlog for the full release to follow.
Moving into the profiles component since this seems like something we'll need to sort out

What is RTAMO?
Stands for Return to AMO and capture custom onboarding flow initiated from download and install of Firefox from non-Firefox users visits of addons.mozilla.org. It's now supported on both Windows and MacOS.

For extra context, as of https://bugzilla.mozilla.org/show_bug.cgi?id=1930181 RTAMO is now one of the default screens of about:welcome, meaning users who qualify to see it will see the rest of the about:welcome experience as normal.
Since users will now not be blocked from seeing the regular onboarding experience (&& experiments) by RTAMO, it may be less necessary to address the attribution for multiprofile - we could also expand the targeting for RTAMO to include some sort of "first profile" indicator on top of attribution if we really want to make sure we only show it once.
