1919620 - Save new bookmarks in folder that was most recently saved to for the tabs tray

This is a dupe of bug 1902053 to recreate the behavior for the tabs tray

Current behavior: saving a bookmark saves it to the top-level bookmarks folder

Desired behavior: saving a bookmark should save it in the folder that most recently had another bookmark saved to it
