1919790 - Collapsing all tab groups in the tab strip does not automatically create a new tab

Created by bug1912275. The intended behaviour was to automatically create a new tab if there are no tabs that are not in collapsed group, but this does not currently work if there is more than one tab group in the strip.

Hey, I marked this as S4. We aren't planning on releasing tab groups for some time, so no need to worry about getting this in for RC. Thanks for checking!
